The PM-KISAN, which abbreviates Pradhan Mantri Kisan Samman Nidhi, is a scheme that the central government of India had launched on the 24th of February in the year 2019.
It was implemented to financially aid all the farmers with their own cultivable lands, though there are certain clauses which they must qualify for in order to enjoy the perks.
It was generally launched for the Small and Marginal Farmers, with the aim of helping them with the expenses that they face by indulging in agriculture. This blog post will delve into the impacts caused by this scheme in the farmers of rural areas.
Heritage and goals
- The main goal of the scheme is to provide the small farmers and their families with a stable source of income.
- To ensure that the crops are healthy and that the yield is proper, the farmers should have to spend a sum to give them the proper manure and other factors like fertilizer.
- This scheme aids to financially assist them in this process, thereby increasing agricultural productivity which will help the country economically as well.
- This scheme will eventually lead to rural development also along with the other benefits that it offers. This is definitely going to be a consoling scheme for those farmers who are in distress due to financial constraints.
Eligibility and Enrollment
- Land Ownership: It is needless to say that only those farmers who possess cultivable land of their own are eligible to apply for this scheme. Those farmers who cultivate on land owned by someone else are ineligible to be a beneficiary of this scheme. Similarly, the land area should be limited to 2 hectares as well, because this scheme is mainly aimed at small farmers.
- Age: Age of the farmer is not an impediment for them to apply for this scheme. If the individual qualifies the criterion regarding the land ownership and is an Indian citizen, then he/she can apply for the scheme.
- Enrolment: A valid Aadhaar card and a linked bank account are what are essential for the farmers to enrol themselves into the scheme.
Monetary Guide and Disbursement
- The scheme promises a total of INR 6,000 every year to all the eligible farmers in an instalment of three times i.e., INR 2,000 every four months.
- The Aadhaar card and the bank account are made a prerequisite for the registration purpose to avoid any potential corruption and thereby ensuring transparency. This will also avoid any intermediaries in the money transferring process by resorting to Direct Benefit Transfer Mode.
Boom and Productiveness
- The farmers should definitely be helped with their occupation not only because they provide us with food but also agriculture is the backbone of Indian economy and by targeting the Small and Marginal Farmers (SMF), this scheme is trying to protect both the farmers and their occupation, agriculture.
-  The scheme is also trying to promote market linkages for the sake of rural farmers, who are struggling amidst inadequate infrastructure as well as low productivity.
- The rural farmers, through this scheme can indulge themselves in modern agricultural practices and improve their agricultural yields.
Mitigating Misery
- It is needless to say that in a country like India, a considerable scale of the population involves themselves in agriculture and then depend on it for their livelihoods. So, in such a scenario, it is mandatory that the government of the country offer aid to them in the process.
- This scheme will come handy to many struggling farmers to be independent and then experience a smooth crop yield as it provides them with benefits like market linkages, thus mitigating their misery.
- Thus, the aim of the scheme does not stop with providing financial assistance to struggling farmers but also alleviating the struggles in the agricultural sector in general.
Beneficiary Popularity and Verification
- The scheme is definitely popular for providing assistance to rural farmers and contributing to agricultural resilience. However, not anyone can register to this scheme.
- Aadhaar authentication is made mandatory to ensure that only eligible farmers are enjoying the benefits of the scheme. The bank account also must be linked with the Aadhaar card.
- There are also monitoring mechanisms to ensure that the beneficiaries are really eligible for the perks offered by the scheme.
- The farmers are also required to self-declare that the details that they have produced are true to the best of their knowledge.
Addressing Implementation challenges
- Identifying if the beneficiaries are being authentic with regard to their eligibility criteria and the documents that they produce in itself is one of the biggest challenges. However, this turned out to be great as it helped in culling out the ineligible farmers who applied for the scheme.
- The maintenance of the database is also one of the hurdles as it must be verified properly and established also.
- The verification of the authenticity of the documents of the applications is another challenging task at hand.
- After verification, the timely delivery of the funds to the appropriate, eligible farmers is also a daunting task at hands of the government.
Enlargement and Strengthening
The PM-KISAN scheme has laid a strong basis for supporting small and marginal farmers, and the destiny outlook is targeted on expanding its coverage and strengthening the aid gadget.
- The scheme definitely proved helpful for those farmers who are struggling in the clutches of the debt. It helps to unburden them to an extent though not fully.
- The challenge lay in enlarging the coverage of the farmers who received financial help from the government to strengthen their crop yields.
